Why KPA rejects Draft 11

• No meaningful participation after Draft 8. The process moved from Draft 9 to Draft 11 without KPA’s representation or validation. We do not own or endorse it.
• It excludes Pharmaceutical Technologists from superintending Level 3 hospital facilities — a professional exclusion with direct consequences for jobs, staffing and patient access.
• It reserves narcotic & psychotropic medicines exclusively to pharmacists, risking access to essential medicines for pain, palliative and mental-health care, especially in rural and underserved areas.
• Regulation must not become exclusion. It should be evidence-based, proportionate and non-discriminatory — local solutions for local problems, built around the health system Kenya actually has.
• This is not anti-GPP. KPA remains a strong advocate of Good Pharmacy Practice. We reject an exclusionary, non-consultative process — and stand ready to engage in a fresh, transparent, inclusive review.
