CONSULTANCY SERVICES FOR THE REVIEW OF THE PHARMACEUTICAL TECHNOLOGISTS’ SCHEME OF SERVICE, DEVELOPMENT OF A QUALITY MANAGEMENT FRAMEWORK MANUAL AND STANDARD OPERATING PROCEDURES (SOPs)

BACKGROUND
The Kenya Pharmaceutical Association (KPA) is the national professional association representing over 14,000 Pharmaceutical Technologists in Kenya. KPA seeks to engage a highly qualified Consultant to provide technical leadership in reviewing the Pharmaceutical Technologists’ Scheme of Service (developed in 2016, implemented only in 2025) and to develop a comprehensive Quality Management Framework Manual together with standardized SOPs for pharmacy practice.

KPA invites Expressions of Interest from suitably qualified individual consultants or consulting firms with demonstrated expertise in public sector human resource management, Scheme of Service development, organizational development, quality management systems, pharmaceutical policy, and health systems strengthening.

OBJECTIVES
• Review and develop a modern, competency-based Scheme of Service for Pharmaceutical Technologists.
• Harmonize it with PSC HR Policies, Career Progression Guidelines, Ministry of Health policies, County Public Service Board practices and relevant legislation.
• Benchmark against comparable health professional cadres.
• Develop a comprehensive Quality Management Framework Manual and standardized SOPs for pharmacy practice.
• Facilitate stakeholder consultations and validation meetings.
• Produce implementation-ready documents for adoption by KPA and submission to relevant Government agencies.

SCOPE OF WORK
A. Scheme of Service: review the 2016 Scheme and identify gaps; situational analysis of the current career progression framework; benchmark comparable cadres; review PSC, MoH, SRC, County Public Service Board, Council of Governors and Pharmacy & Poisons Board policies; develop competency-based progression pathways and revised job descriptions; recommend entry levels for Diploma/HND, promotional criteria, recognition of specialization, and leadership/management pathways; develop an implementation and advocacy strategy.
B. Quality Management Framework & SOPs: develop a comprehensive QMF Manual and standardized SOPs aligned with Good Pharmacy Practice (GPP), Good Distribution/Storage Practices (GDP/GSP), Pharmacy & Poisons Board requirements, MoH policies, ISO 9001 principles and international best practice.

QUALIFICATIONS
• Master’s degree or higher in Human Resource Management, Public Administration, Public Policy, Organizational Development, Pharmacy, Health Systems Management, Law, or a related discipline.
• At least ten (10) years’ experience undertaking similar assignments.
• Demonstrated experience developing/reviewing Schemes of Service, Career Progression Guidelines, HR Policies, Organizational Structures, Job Evaluation and Competency Frameworks.
• Extensive knowledge of PSC HR Policies & Career Progression Guidelines, MoH HR Policies, County Public Service Boards, SRC frameworks, labour laws and constitutional provisions on public service.
• Demonstrated experience developing Quality Management Systems, ISO Quality Manuals, SOPs, Quality Assurance Frameworks and Pharmaceutical Practice Guidelines.
• Excellent stakeholder engagement, facilitation, analytical and technical writing skills.
